The Non-Residents' Tax Directorate (DINR) yesterday issued an information sheet to guide non-residents in creating their space on the impôts.gouv.fr portal

To create your personal space, you must first go to the portal impots.gouv.fr and click on "Your personal space" at the top right of the screen to access the "Connect or create your space" box.

Three identification elements are then required. These appear on the tax documents: tax number, online access number and reference tax income. It is also possible to use the FranceConnect icon thanks to the identifiers allocated by one of the partners: AMELI, La Poste, MobileConnect and me or the Mutualité Sociale Agricole.

If you do not have these elements, the "Help" box allows you to obtain a tax number by clicking on the link "You do not yet have a tax number", then on the link "Centre des finances publiques". You then have to answer a questionnaire by ticking the boxes "Individual", "Access to the individual area" and "I do not have a tax number". This path then leads to the section "How do I create my identifiers to access my personal space?"

In all cases, certain information will still be required: civil status, an address in France, or an address abroad if there is no address in France, and a copy of a supporting identity document.

With an address in France

If you own or occupy a property in France, or if you have a regular contact address in France (e.g. address of a lawyer, notary, family member, etc.), you must indicate this address in France in the form accessible at the bottom of the section "How do I create my login details to access my personal space?

No address in France

If you do not have a contact address in France, you must indicate your address abroad in another form. Under the heading "How do I create my login details to access my private area?" click on "More information". You will then be directed to the information page: https://www.impots.gouv.fr/portail/international-particulier/questions/je-suis-non-resident-et- I-don't-have-a-identifier. Two cases are indicated in the middle of the page: in the 2nd case, "You do not have a contact address in France", click on the link in the sentence "You must indicate your address abroad in the form".

Receipt of tax number

Once all the information has been entered, you will receive an e-mail within a week containing your tax number and inviting you to create your personal space on the impots.gouv.fr website, from "Your personal space", Connection/creation of account. You must enter your tax number and click on the "Continue" button. You will enter your date of birth, and continue to provide various information (e-mail, password, telephone). Your space will then be created. Keep your password for future connections.

If you are an individual domiciled outside France and receive income from French sources and/or you are subject to the tax on real estate wealth (IFI), the Non-Resident Individual Tax Department is competent for your requests relating to the calculation and payment of income tax and the payment of the IFI.

The Recette des Non Résidents is competent for IFI declarations and for the registration of inheritance declarations (for non-resident decedents), manual donation declarations (non-resident beneficiaries) and private deeds (non-resident party to the deed).

For questions relating to the determination of the taxable base and the calculation of the IFI, you should also contact the Recette des Non Résidents.
